Summary of Request:
Mendocino County AIDS/Viral Hepatitis Network (MCAVHN) has been serving the local community since 1987. Pursuant to the proposed contract, MCAVHN will provide services in compliance with best practices of the California Department of Public Health’s Syringe Exchange Certification Program. The purpose of the contract is to reduce the spread of infectious diseases that threaten public health, improve the safe disposal of syringes while reducing the inappropriate disposal of syringes and medications, and engage individuals who are injection drug users and connect them with recovery and treatment services.
Expanded services include: organizing regularly scheduled needle exchanges and collecting used needles from people who inject drugs; providing Hepatitis C and HIV education, counseling, and testing; providing Naloxone and Narcan trainings countywide; collaborating with nonprofit partners to coordinate efforts; scheduling on-site visits with all County tribal entities that are open to receiving trainings and services; and providing regularly scheduled outreach and engagement services throughout the County.
Health and Human Services Agency (HHSA) released a Request for Proposal (RFP) on February 25, 2019, for provision of these services. MCAVHN was the only agency to submit a response.
HHSA planned this Agreement for approval by the Board of Supervisors on June 18, 2019. However, due to staffing changes at HHSA, the contract was never submitted for Board approval. Upon further review, HHSA revised the contract to align it more closely with best practices established by the California Department of Public Health, to ensure better coordination of efforts with local community agencies and linkage with other available services, including those available at the day resource center in Ukiah for individuals experiencing homelessness, and to outline expectations related to application for and receipt of additional funding. This process necessitated a retroactive start date.
