Previous Board/Board Committee Actions:

On March 12, 2019, the Board of Supervisors approved a transfer of $15,000 into County Service Area 3. 

 

Summary of Request

Under County Service Area Law, the County of Mendocino has the ability to create separate service areas within its territory in order to provide specific services and distribute costs within limited geographical areas.  Currently, County Service Area 3 (“CSA 3”) consists of the entirety of the unincorporated area of Mendocino County, but it does not provide any service or take in any revenue.  Because it was dormant, CSA 3 was flagged for dissolution in 2019.  The Board of Supervisors, however, chose to keep CSA 3 active until it can more fully evaluate possible future uses.

 

Based on the history, structure, and territory of CSA 3, County Counsel believes that it was likely created for the purposes of more easily establishing internal zones of benefit.  Zones of benefit allow a mechanism for subdividing a county service area to further distribute costs and services.  In order to better understand the possible uses of CSA 3 and these zones of benefit, the Board directed County Counsel to perform legal research on this issue and report back to the Board.

 

County Counsel has researched the issue and is prepared to provide an oral report to the Board.
