Recommended Action/Motion:

Approve the signing of the Grant Agreement with the California Department of Conservation by the Ag Commissioner for a maximum award amount of $208,600 and authorize the Ag Commissioner to enter into an Agreement with the Mendocino County Resource Conservation District to be the project manager for all the accounting and tracking of assigned duties.

Previous Board/Board Committee Actions:
The Mendocino County Board of Supervisors during the FY 19/20 Budget Hearing on June 5th (agenda item 5(a) attachment 1) approved to support the grant application with a match of $10,000 allocated to the Department of Agriculture budget under Special Departmental Expenditures.
On October 1, 2019 the Mendocino County Board of Supervisors adopted a resolution approving submission of a grant application by the Department of Agriculture and authorized the Ag Commissioner to accept the grant funding, if awarded, and execute the Grant Agreement on behalf of Mendocino County.
Summary of Request:
The grant funding will support the work of the Mendocino County Sustainable Ag Lands Committee’s proposed project for the development of an agricultural component for a future countywide Climate Action Plan, the scaling up of a Carbon Farm Plan and Soil Health program, and increasing landowner participation in the Williamson Act and conservation easement programs. In addition, the project will collaborate with the housing development community, conduct an education and outreach campaign aimed at raising community awareness about Ag land values, and embrace residential development strategies that include consideration for impacts on agricultural lands.
The Mendocino County Sustainable Ag Lands Committee currently is staffed by the RCD. The grantee is the Ag Commissioner’s Office, therefore, a contract will be needed with the RCD to be the project manager for all the accounting and tracking of assigned duties. Approval by the Board of Supervisors is needed.
