Summary of Request:
In 2004, Assembly Bill 923 was approved, authorizing an additional surcharge of $2.00 on motor vehicles registrations for remediation of air pollution caused by motor vehicles. In 2006, the Board approved the District’s School Bus Replacement Program for the expenditure of AB 923 funds. Since 2006, a total of$2,432,845 has been allocated to School Bus replacements using AB 923 funds, in addition to $1,950,000 dollars in funding for School Bus Replacements under Proposition 1B (2006 Bond Measure). AB 923 also authorizes the funds to be used as match funding for the Carl Moyer Program. The Carl Moyer Program creates incentives in the form of grants for private companies and public agencies to replace older heavy-duty diesel engines. The match fund requirement for the Year 22 (fiscal year 19/20) Carl Moyer Program application is $40,811. With the addition of the matching funds the District’s total allocation for the Carl Moyer Program for fiscal year 2019/2020 is increased from $200,000 to $ 272,073.
The District is requesting Board authorization to transfer $ 40,811 of unallocated funds from the District’s AB 923 Fund Balance to the District’s Carl Moyer Program trust account to allow the District to meet the match funding requirement for Year 22 of the Carl Moyer Program. The Year 22 Carl Moyer Program application is pending Board approval by a corresponding agenda item on March 10, 2020.
Alternative Action/Motion:
Do not approve the District’s request to transfer unallocated funds from the District’s AB923 Fund Balance to the District’s Carl Moyer Program trust account to be used as matching funding for the Carl Moyer Program, and direct District staff to locate alternative sources for match funds.
