Previous Board/Board Committee Actions:
On March 10, 2020, the Board of Supervisors ratified the Local Emergency related to 2019 Novel Coronavirus (COVID-19) as proclaimed by the Chief Executive Officer/Director of Emergency Services and ratified the Existence of a Local Health Emergency as Proclaimed by the Health Officer on March 4, 2020. The Board has continued to receive regular updates on the status of COVID-19 in Mendocino County. Since that time, the Board of Supervisors has received update during each meeting related to COVID-19.
Summary of Request:
Mendocino County Public Health has been actively responding to the threat of COVID-19 since early January 2020. On March 4, 2020, Mendocino County declared a local health emergency due to the COVID-19 pandemic. At this time, there is no evidence of community spread in Mendocino County. However, due to the crisis level shortage of testing for this disease and given that nearby San Francisco Bay Area is experiencing outbreaks of COVID-19 with extensive community spread, we recognize the imminent threat presented to Mendocino County’s public health due to COVID-19.
On March 18, 2020, Mendocino County Public Health confirmed the first case of the coronavirus (COVID-19) in Mendocino County. This individual is in stable condition and is being placed in isolation. The individual has a known exposure to a person with COVID-19.
Since that time, Mendocino County Health Officer Dr. Noemi Doohan has issued multiple Health Orders directing all county residents to Shelter-In-Place, effective starting from March 18, 2020 at 10 p.m. until April 7, 2020 at 11:59 p.m.
California Governor Newsom has issued Executive Orders requiring all Californians to shelter in their place of residence, except as necessary to maintain or access critical systems and services. Our County Health Officer has revised Mendocino County’s order to align with California’s Orders. The Orders include: stricter list of essential business to align with the State order, closure of all parks within Mendocino County and the order will be in place until rescinded. The Orders are to ensure that the maximum number of people shelter in their places of residence to the maximum extent possible, in order to slow the spread of COVID-19. The Orders direct all residents to remain at their place of residence, except to conduct Essential Activities, Essential Business, and Essential Government Functions (defined in the Order). The Public Health Orders limits activity, travel and business functions to only the most basic and essential needs, and prohibits transient lodging for non-essential purposes. Individuals that must use shared or outdoor spaces, must maintain social distancing of at least six feet between themselves and others while outside their residence.
A coordinated response of all law enforcement agencies in Mendocino County has been implemented. The Health Officer will continue to evaluate this rapidly evolving situation, and may modify the Order if needed.
As a result of the imminent threat presented to Mendocino County’s public health due to COVID-19, the Board of Supervisors will receive brief updates as it pertains to the below listed topics, including discussion and/or provide direction related to essential services in Mendocino County, including operational preparation and response on the following:
