Previous Board/Board Committee Actions:

On October 18, 2011, the Board approved Department of Transportation (DOT) Agreement Number (No.) 110062 for on-call Geotechnical Engineering Services with Taber Consultants.  On March 25, 2014 the Board approved DOT Agreement No. 130072 for on-call Geotechnical Engineering Services with Taber Consultants.  These Agreements have since expired. On December 6, 2016 the Board approved DOT Agreement No. 160048 for on-call Geotechnical Engineering Services with Crawford & Associates, Inc. 

                     

 

Summary of Request

Current DOT Agreement No. 160048 has reached its maximum contract amount allowed under grant funding requirements due to the many storm damage repair projects in the winter of 2017. During the four-year period of DOT Agreement No. 180074, projects with geotechnical factors are expected to arise.  DOT does not have staff with specialized abilities to address these complicated geotechnical problems and requires the services of geotechnical engineering firms to provide specialized geotechnical support services.  As required by federal funding sources, DOT conducted a Qualifications-Based Selection for professional services (Brooks Act).  This process also meets state requirements under Sections 4525 through 4529.5 of the Government Code (popularly known as the Mini-Brooks Act).  DOT staff reviewed and ranked three proposals and selected Crawford & Associates, Inc., as the most qualified.  DOT Agreement No. 180074 with Crawford & Associates, Inc., will provide on-call geotechnical engineering services until March 31, 2024, for a “not to exceed” price of $826,000.  Under DOT Agreement No. 180074, DOT will authorize work on a case-by-case basis by work order for the specialized geotechnical support services needed for each project.  DOT also believes it is prudent for the Board of Supervisors to authorize the Director of Transportation to execute amendments to DOT Agreement No. 180074 not to exceed $42,000, for timely completion of unanticipated work as may be required.
