Approve retroactive second Amendment to Agreement No. SS-19-029 with Deaf Counseling Advocacy & Referral, doing business as Communique Interpreting, in the amount of $17,000 for a new total of $27,000 for the provision of sign language interpretation services countywide for Social Services clients for the period of July 1, 2019 through December 31, 2019; authorize the Health and Human Services Agency Director or designee to sign any future amendments that do not increase the annual maximum amount; and authorize Chair to sign same.

Summary of Request:
Health and Human Services Agency, Social Services is required per Title VI of the Civil Rights Act of 1964 and California Department of Social Services Division 21 regulations to provide language interpretation to all clients who receive services through Social Services. Deaf Counseling Advocacy & Referral dba Communique Interpreting provided American Sign Language (ASL) services to Social Services clients as needed in 2019 under Agreement No. SS-19-029. Since these services are very specific and for a limited population, it was very difficult to predict the extent of services needed. As such, the contract amount for July 1, 2019 through December 31, 2019 was not sufficient to meet increased needs of clients in 2019. Based on additional client needs, and given the fact that ASL services are federally and state mandated, this second Amendment must be executed retroactively.
