Previous Board/Board Committee Actions:

On March 10, 2020, the Board of Supervisors ratified the Local Emergency related to 2019 Novel Coronavirus (COVID-19) as proclaimed by the Chief Executive Officer/Director of Emergency Services and ratified the Existence of a Local Health Emergency as Proclaimed by the Health Officer on March 4, 2020. The Board has continued to receive regular updates on the status of COVID-19 in Mendocino County. Since that time, the Board of Supervisors has received update during each meeting related to COVID-19.                      

 

Summary of Request

Mendocino County Public Health has been actively responding to the threat of COVID-19 since early January 2020. On March 4, 2020, Mendocino County declared a local health emergency due to the COVID-19 pandemic.

 

Mendocino County Public Health confirmed the first case of the coronavirus (COVID-19) in Mendocino County on March 18, 2020; currently, Mendocino County has had four positive cases, all of which have recovered.  On this date, the Mendocino County Health Officer issued a Health Order directing all county residents to Shelter-In-Place, effective starting from March 18, 2020 at 10 p.m. until April 7, 2020 at 11:59 p.m. Since that time, revised orders were issued with the most recent issued on April 24, 2020.  The SIP order is in place until May 10, 2020. 

 

The Governor has recently released an outline of a plan for relaxing its stay-at-home orders, which includes four stages. The Governor indicated last Friday, May 1, 2020, that he expects to issue orders taking the State into Stage 2 within a matter of days. The Governor has told the public some of the business, facilities and activities that will be permitted to open in Stage 2 and some that will definitely remain closed, but the status of other business is still unknown. In preparation for Stage 2, Mendocino County has been working with the business community to develop sector-by-sector safety guidelines for an expanded workforce.  It is anticipated that a revised order will be issued prior to the May 10, 2020, transitioning Mendocino County to Stage 2; a draft of this order was discussed during the May 5, 2020 Board of Supervisors meeting, with input received from the Board of Supervisors and members of the public. 

 

As a result of the imminent threat presented to Mendocino County’s public health due to COVID-19, the Board of Supervisors will receive brief updates as it pertains to the below listed topics, including discussion and/or provide direction related to essential services in Mendocino County, including operational preparation and response on the following:

                     Health Officer Briefing/Shelter in Place Order Update: Dr. Mimi Doohan

                     Code Enforcement Update:  Sheriff Matthew Kendall and Trent Taylor
