Approve retroactive second Amendment to Agreement No. SS-19-084, PA No. 20-86 with Mendocino Coast Hospitality Center in the amount of $28,710 for a new total of $78,710 to provide emergency shelter services in Fort Bragg and the Mendocino Coast region during the COVID-19 pandemic for the period of March 16, 2020 through May 10, 2020; authorize the Health and Human Services Agency Director or designee to sign any future amendments that do not increase the annual maximum amount; and authorize Chair to sign same.

Summary of Request:
Mendocino Coast Hospitality Center (MCHC) is the only agency in the Fort Bragg Area operating a shelter and resource center that provides emergency housing and services to the General Assistance and indigent population on the coast.
In response to the ongoing COVID-19 Pandemic, the Health and Human Services Agency (HHSA) amended an existing contract with MCHC in April 2020 to continue emergency shelter services through May 1, 2020, the end of the Mendocino County Public Health Officer’s Shelter in Place Order. The Health Officer recently revised the County’s Shelter in Place Order, making it effective until May 10, 2020. Because the homeless population is especially vulnerable during the pandemic, HHSA is now amending the contract with MCHC for a second time, to continue emergency shelter services through the end of the Shelter in Place Order.
HHSA requests this Amendment be executed retroactively due to the nature of the COVID-19 pandemic which has necessitated shortened time frames for processing and scheduling.
