Adopt Resolution Approving the Amended and Restated Memorandum of Understanding with the Placer County Air Pollution Control District for the Air Quality Management District to Participate in the Fiscal Year 2018-19 State FARMER Grant Program to accept program funds and follow the requirements of the Program; and authorizing the Air Pollution Control Officer, as agent, to sign the Amended and Restated Memorandum of Understanding between the District and the Placer County Air Pollution Control District; and authorize Chair to sign same.

Summary of Request

In 2017, the State Legislature allocated $135 million to the California Air Resources Board (ARB) through Assembly Bill (AB) 134 and AB 109 to provide incentives for the agricultural community to reduce emissions from heavy-duty diesel equipment. ARB developed the Funding Agricultural Reduction Measures for Emission Reductions (FARMER) Program to meet the Legislature’s objectives and help meet the State’s criteria, toxic and greenhouse gas (GHG) emission reduction goals.

$5.5 million has been allocated to 18 rural Air Quality Management and Air Pollution Control Districts. The Shared Allocation Pool is specifically designated to ensure that farmers in those Districts have the opportunity to access FARMER funding and to streamline the implementation of the FARMER Program.

The FARMER Program Shared Allocation Pool is administered by the Placer County Air Pollution Control District and the California Air Pollution Control Officers Association (CAPCOA) through an agreement with the California Air Resources Board.

The FARMER Program utilizes the 2018 Carl Moyer Program Guidelines and project criteria in addition to the 2019 FARMER Policies & Procedures.

The District is requesting Board authorization for the District to enter into the Amended and Restated Memorandum of Understanding with the Placer County Air Pollution Control District for participation in the FARMER Program, accept Program funds and agree to follow the requirements of the Program and authorization for the Air Pollution Control Officer to sign and submit the Amended and Restated Memorandum of Understanding to Placer County APCD.

Not approve the District’s participation in the 2018-19 FARMER Program and direct District staff to locate alternative sources for funding or alternative programs.
