Approve retroactive Agreement with Redwood Community Services, Inc. in the amount of $121,080 to provide Housing Navigation services to CalWORKs Housing Support customers in Mendocino County, Effective July 1, 2019 through June 30, 2020; authorize the Health and Human Services Agency Director or designee to sign any future amendments that do not increase the annual maximum amount; and authorize Chair to sign same.

SUMMARY OF REQUEST:
The California Department of Social Services (CDSS), CalWORKs Housing Support Program assists homeless CalWORKs families in quickly obtaining permanent housing, and provides wrap-around supports to families to foster housing retention. This program has been administered in Mendocino County since 2015 with Housing Navigation services provided by internal staff with competing priorities. These competing priorities have led to limited supports available for individual case management and program improvements. Additionally, due to a large volume of program applicants, the County CalWORKS Program Specialist currently manages only homeless households that score high on the vulnerability index. CalWORKS refers low scoring homeless households to RCS's Building Bridges Homeless Resource Center for shelter services, including Housing Navigation services.
