Previous Board/Board Committee Actions:

On March 27, 2018, Rejection of all bids for BID 81-18 for the Administration Center Roof and HVAC Replacement Project - South Wing. On December 18, 2018 Board Direction to move forward with prioritizing Main Jail, Emergency Operations Center and Administration Center Roof replacement projects in that order and to withdraw $1 million from Reserves for these priority roof projects. Approval of the 2019-2020 Budget, including allocation of $2,187,751 of funding for Administration Center Roof Replacement.

                     

Summary of Request

Capital Improvement Project CI780 was developed to complete the Roof and HVAC Replacement for the Administration Center building. The first phase, covering the Northwest part of the building was completed in early 2017 and design for the second phase to cover the South and East portions was completed later that year.  The low bid for the South and East wings in late 2017 significantly exceeded the budget allocated for the project and those bids were rejected; direction was subsequently provided to staff to split the project into several phases. Currently the remaining roof replacement work is divided into three portions from east to west. BID 08-20 for Phase 2 included the Base Bid for the East Wing including Environmental Health and Planning up to but not including the public counter areas.  Alternate 1 extended the cut off to the line of the Human Resources hallway. Bids were received on April 16th. Cupples and Sons Construction, Inc. was the low bidder with a Base Bid of $1,640,000 and an Alternate Bid price of $1,285,000 for a combined bid of $2,925,000. Bid results are attached. Without the available funding needed to award the combined bid, it is the recommendation of the Executive Office, Facilities and Fleet Division to award the Base Bid only in the amount of $1,640,000.

Since the bid opening, a protest was received from the second bidder, alleging subcontractor listing errors.  These allegations do not disqualify the low bid from award.  County Staff has issued responses to the letter of protest, and the protester’s lack of response to date suggests that their protest is effectively withdrawn.
