Summary of Request:
The Healthy Living Community project (initially called Friends for Health/Weekend Wellness) arose from stakeholder feedback suggesting that relationships beyond provider-client were difficult to make for people with mental health needs who have a history of homelessness or who are at risk of homelessness. In an attempt to address this issue, the Healthy Living Community project will explore how to build peer-to-peer connections by bringing wellness center style services to a supportive residential setting. Activities and events will provide opportunities for social connection, education, health and wellness improvement, and mutual support. The project will encourage consumers’ involvement in choosing activities, and promote development of leadership and self-advocacy skills. Through participation in social and learning activities and formation of supportive relationships with immediate neighbors, residents should experience an increasing sense of wellbeing and self-efficacy.
The Healthy Living Community project has been the subject of public comment as part of the Mental Health Services Act (MHSA) Reversion Plan (approved by the Board of Supervisors (BOS) on June 19, 2018), and as outlined in each of the Annual Updates to the BOS for 2018-19 and 2019-20 (approved by the BOS on April 9, 2019 and November 5, 2019). The fully developed MHSA Healthy Living Community Innovation Project Plan was posted for a 30-Day Public Comment Period from March 19, 2020 through April 18, 2020. The Behavioral Health Advisory Board held a Public Comment Hearing for the Healthy Living Community project on April 15, 2020. Public comment has been incorporated into the document and is posted online (see link below).
The Healthy Living Community project makes use of reversion funds that must be committed to an approved project before June 30, 2020 in order to avoid reversion to the State. Health and Human Services Agency Behavioral Health and Recovery Services (BHRS) requests BOS approval and authorization for the BHRS Director to sign and submit the MHSA Innovation Project: Healthy Living Community to California’s Mental Health Services Oversight and Accountability Commission for inclusion in its approval process for projects using reversion funds.
