Summary of Request

The Health and Human Services Agency, Behavioral Health and Recovery Services (BHRS) requests ratification of submission of the Mental Health Student Services Act (MHSSA) grant application, approval of the proposed plan for MHSSA funds, and authorization for the BHRS Director to accept the grant award for Fiscal Years 2020-21 through 2023-24.

 

The Mental Health Student Services Act was released in December of 2019. The MHSSA grant proposal outlines the direction and services to be provided through the Mendocino County MHSSA coalition of schools, the Mendocino County Office of Education (MCOE), and the County to provide mental health services directly to students in a school setting. The Mental Health Services Oversight and Accountability Commission (MHSOAC) called for grant proposals on December 12, 2019. Mendocino County BHRS collaborated with local mental health providers, schools, school districts, and the MCOE to create a proposed plan that outlines utilization of MHSSA funds for the benefit of students in Mendocino County, in particular to address suicide risk, dropout prevention, and connection to needed mental health services. BHRS expressed Intent to Apply on January 17, 2020, and submitted its application on February 28, 2020. The application notification process was extended because of COVID-19 impacts and response. On May 15, 2020, the MHSOAC notified Mendocino County of intent to award grant funds in the amount of $2.5 million over the four year grant period. This notification included a brief turnaround timeline for returning the agreement. 

 

The grant proposal for Mendocino County emphasizes building supports and structures from existing service agreements in order to be sustainable beyond the grant period (4 years). A needs assessment provided by local school districts indicated that connecting families to services is one of the biggest needs in Mendocino County. As such, the schools and districts recommended the bulk of funds be utilized to provide clinicians/case managers to address whole family issues as early as possible. These services are to be provided in a school setting to prevent and reduce the impact of multigenerational mental health challenges as well as to provide families with support and connections to services for the whole family, and not just the student currently in need. The hope in offering care and referrals for the whole family is to prevent the issues and concerns of one family member from disrupting the mental health of students within that family. Additionally, the MHSSA proposal outlines programing designed to bring peer counseling to schools and Mental Health First Aid.
