Adopt Resolution requesting that the California Department of Transportation grant its permission for the Round Valley High School Graduation Parade in Covelo, California, pursuant to the Department of Transportation and California Highway Patrol’s Joint Policy Guidelines for Special Events on State Conventional Highway Rights-of-Ways; and authorize Chair to sign same; and direct the Clerk of the Board to forward copies of the Resolution to the Caltrans District Permit Coordinator (Eureka), the California Highway Patrol, and the Round Valley Unified School District.

The Board of Supervisors has annually adopted a Resolution in support of the California Indian Days parade. Date of last Board Action: May 21, 2019.                     

 

Summary of Request

In order to honor the graduating seniors of Round Valley High School’s class of 2020, Round Valley Unified School District is requesting a BOS proclamation allowing them to receive a CalTrans encroachment permit. This special parade is in compliance with Mendocino County’s Public Health Order as of May 27, 2020. The parade will have the graduating seniors in cars driving the route while community will be parked alongside the route and will observe from their personal vehicles. This will allow for everyone to maintain proper social distancing while honoring the seniors.

 

The Round Valley Unified School District wishes to hold a parade in connection with the Round Valley High School Graduation Ceremony. The parade will be held on Thursday, June 19, 2020 between 3:00 PM and 4:00 PM, commencing on Howard and Main Streets and continuing on Highway 162 through the town of Covelo, turning at Eberle St. off Highway 162.

 

In order to obtain a permit from Caltrans for the parade, a letter of support is required from the California Highway Patrol and Sheriff, along with a Resolution from the Board of Supervisors and a certificate of insurance from the event’s insurance carrier pursuant to Caltrans/California Highway Patrol’s Joint Policy Guidelines for Special Events on State Conventional Highways. Therefore, the Round Valley Unified School District is requesting permission from the Mendocino County Board of Supervisors to hold the Round Valley High School Graduation Parade in Covelo, California, on Friday, June 19, 2020.

Do not grant permission for the Round Valley High School Graduation parade in Covelo.
