Summary of Request:
The proposed Agreement with Redwood Community Services (RCS) supports Mendocino County’s Whole Person Care (WPC) Pilot Project and distributes a portion of Mendocino County’s Emergency Homeless Funding issued by the state in response to the COVID-19 pandemic. Funding for the Whole Person Care Pilot Project spanned five fiscal years beginning in 2016. WPC funding, which expires in December 2020 under the State’s Medi-Cal 2020 Waiver, is for prioritization of services for persons with mental illness and additional barriers including homelessness or housing instability. The goal of the WPC program is to provide comprehensive coordinated care resulting in better health outcomes among participants with mental illness.
RCS is the inland agency managing the Emergency Homeless Shelter and Building Bridges, Homeless Services Day Center. Building Bridges, Homeless Services Day Center, provides an access point to services for many WPC Pilot Project enrollees. Under the guidelines specified in the proposed Agreement, RCS will create a Program Guide for Homeless Services and define which services are provided, related to WPC Pilot Program activities.
Additional Emergency Homeless Funding from the Business, Consumer Services and Housing Agency (BCSH), approved by the Board on May 19, 2020, will allow RCS to maintain a sanitary shelter environment for staff and clients in compliance with the Center for Disease Control and Prevention’s COVID-19 guidelines. The funding supports purchase of supplies and equipment needed to protect staff engaging with individuals experiencing homelessness, including masks for clients.
The Health and Human Services Agency (HHSA) has utilized remaining funds from Mendocino County’s BCSH allocation to fully or partially fund contracts with Mendocino Coast Hospitality Center (MCHC) and Raise & Shine. The MCHC contract funds pandemic-related immediate housing needs of Winter Shelter Guests, and the Raise & Shine contract allows Raise & Shine to serve as the fiscal agent for the Immediate Needs Housing Fund, which provides for direct services such as: assisting a homeless individual with a room rental from a friend or family; down payment assistance if traditional Rapid Rehousing funds are not an option; transportation to a family member living in another community; sanitation and hygiene supplies for homeless encampments; and/or assistance with past due utility payments or similar needs.
The proposed contract is retroactive due to the demands of the COVID-19 pandemic response and the press of other business, which resulted in the meeting between HHSA, the Mendocino County Homeless Services Continuum of Care Co-Chairs, and the Homelessness Action Ad Hoc Committee not taking place until May 15, which was too late to make the May 19 Board agenda.
