Ratify submission of revenue Agreement No. SWRCB0000000000D1914106 with California State Water Resources Control Board in the amount of $87,675 for beach monitoring throughout Mendocino County, for the period of July 1, 2019 through June 30, 2022; and adopt Resolution authorizing Health and Human Services Agency Director or Designee to sign Agreement as an agent on behalf of Mendocino County; authorize the Health and Human Services Agency Director or designee to sign any future amendments that do not exceed the maximum amount; and authorize Chair to sign same.

Summary of Request:
The California State Water Resources Control Board has Beach Monitoring funding available for water quality monitoring and public notification programs at California beaches. Mendocino County Health and Human Services Agency (HHSA) has been receiving these funds for over 20 years through annual Agreements with the State. The funds are used for sample collection, lab analysis, and report preparation. HHSA, Environmental Health (EH) conducts weekly sampling at five popular beaches: Pudding Creek, Caspar Cove Beach, Hare Beach, Big River, and Little River at Van Damme. Additional sampling is done in partnership with the Surf Riders Association at Virgin Creek.
Given the re-occurring nature of this grant, and the fact that the grant Agreement is always retroactive, two years ago EH asked the State to align the processing of the grant Agreement with the corresponding fiscal year; this request was denied. EH then asked the State to change the grant timeline to eliminate the retroactive status; this request was also denied. As such, this Agreement processes annually with a retroactive start date. HHSA received this year’s Agreement in April. In order to avoid loss of funding, the HHSA Director signed and returned the Agreement to the State on May 29, 2020. Today’s item requests ratification of submission of the signed Agreement prior to Board approval.
