Summary of Request:
On August 19, 2019, the Mendocino County Board of Supervisors appointed Noemi Doohan, M.D., Ph.D., as Public Health Officer for Mendocino County. As a result of that appointment, the Health and Human Services Agency (HHSA) contracted with Dr. Doohan for $25,000 to provide an abbreviated list of services that would normally be provided as part of a full-time County Health Officer position. Services included being on call to respond to communicable disease staff and other clinical support staff; providing guidance and medical expertise; and performing specific duties related to Vital Statistics, Communicable Disease Control, and Public Health Emergency Preparedness.
Since initial execution, the contract with Dr. Doohan has been amended four times. HHSA executed the first and third amendments to incorporate language changes that did not affect the contracted amount. On December 10, 2019, the Board of Supervisors approved the second amendment, which increased the total amount of the contract to $125,000, extended the end date through June 30, 2020, and expanded service provision to encompass the full array of duties expected of the Public Health Officer. On April 14, 2020, the Board of Supervisors approved a fourth Amendment that increased the total contracted amount to $225,000, extended the termination date through December 31, 2020, inserted Federal Provisions related to the COVID-19 pandemic, and expanded the Scope of Services to include consulting services after the appointment of a new Public Health Officer.
HHSA requests Board approval of a fifth Amendment to Dr. Doohan’s contract that increases the total contracted amount to a maximum of $325,000 and outlines reduced work hours beginning June 1, 2020. Approval of the proposed amendment will allow Dr. Doohan to continue to provide consultation during the ongoing COVID-19 pandemic and while the County recruits a new Public Health Officer.
