Previous Board/Board Committee Actions:
March 11, 1997, through Resolution #97-037, created the Juvenile Justice Coordinating Council (JJCC); December 12, 2000 approved the CMJJP and initial application for funding; May 12, 2009 approved amended CMJJP.
Summary of Request:
Under Welfare & Institutions Code 749.22, the Juvenile Justice Coordinating Council is responsible for developing a comprehensive, multi-agency juvenile justice plan aimed at decreasing crime and delinquency among at-risk youth. In 2000, the State of California established the Juvenile Justice Crime Prevention Act Program (“JJCPA Program”). The JJCPA Program was created by the Crime Prevention Act of 2000 to provide a more stable state funding source for implementing a Juvenile Justice Plan (“Plan”) developed by the Council. The Council is required to review annually the Plan and make modifications as necessary.
In December 2019, the Probation Department engaged Racy Ming Associates, LLC to conduct a detailed evaluation of juvenile delinquency in our region and to develop an updated Comprehensive Multi-Agency Juvenile Justice Plan (CMJJP). The CMJJP’s last update occurred in FY2009-10. In the years since the last update the landscape of the juvenile justice system has seen substantial changes. These changes highlighted the need to perform an extensive evaluation of our challenges and to identify those actions Mendocino County should focus on to address our juvenile delinquency issues. Racy Ming conducted a thorough analysis which included collecting local and state-wide data from a number of resources, as well as in-depth interviews with stakeholders in our county. The result is the Juvenile Justice Consolidated Plan provided in this agenda item. The Plan was reviewed and unanimously approved by the JJCC on March 27, 2020.
An additional action requested in this agenda item is to establish and request approval by the Mendocino County Board of Supervisors formal bylaws for the JJCC. Although not required by law, it is widely considered a best practice to implement bylaws for the JJCC. A draft proposal of bylaws was presented to the JJCC on March 27, 2020. The JJCC unanimously approved the bylaws for submission to the Board of Supervisors for approval.
Finally, we are submitting to the Board of Supervisors for approval, a proposed budget for the JJCPA funds for FY2020-21. In working with Racy Ming Associates in the development of the CMJJP, we have evaluated which programs will best meet the goals of addressing juvenile delinquency in Mendocino County. The CMJJP includes not only the JJCPA program, but also Youthful Offender Block Grant (YOBG) funds. In developing our program great consideration was taken to determine which programs and expenditures are appropriate to be included in the two different funding sources. To this end, some programs have been moved between the programs. As an example, the MCYP Foundations/Passages Program, which was previously funded by YOBG funds, has been determined to be more aligned with the JJCPA program as a prevention and intervention service. We are also implementing a new level of service provided by GEO Reentry Services for Supervised Probation Continuum of Services. This new programming will cover both out-of-custody at-risk youth and in-custody at-risk youth under both the JJCPA and YOBG programs. This service will provide evidence-based services to youth. Last, we have implemented our GREAT and IMPACT programs which are, again, prevention and intervention services. The budgeted items proposed to be funded by JJCPA funds are included in the CMJJP which was unanimously approved by the JJCC on March 27, 2020.
