SUMMARY OF REQUEST:
On April 6, 2020, MCOG's Board of Directors unanimously agreed to amend the JPA in order to add an additional specific purpose to the powers of the Council, that of "planning related to the production of housing in the region." Once this amendment takes effect, MCOG will be eligible to receive Regional Early Action Planning (REAP) Program funds from AB 101, intended to fund regional planning related to housing production and implementation of the Regional Housing Needs Allocation (RHNA). This action will benefit all of Mendocino County.
MCOG prepared a form of resolution and a revised JPA for the five parties to MCOG's Joint Powers Agreement, for approval by resolution by each of the five legislative bodies that make up MCOG. The JPA states that it may be amended at any time by the parties to the JPA. Pursuant to the JPA, execution of the JPA and amendments thereto is done through the adoption of a resolution by each of the respective legislative bodies that make up MCOG.
