Summary of Request:
As a direct result of the implementation of the Affordable Care Act, Mendocino County experienced a Medi-Cal caseload increase from 8,466 cases in January 2014 to 19,366 in January 2019. During this time, the Health and Human Services Agency (HHSA) experienced high vacancy rates for eligibility staff, and was not able to timely process the volume of Medi-Cal applications and redeterminations received each year. Mendocino County contracted with Solutions West in February 2018 to help process backlogged Medi-Cal cases. Since then, Solutions West and County eligibility staff have worked to reduce Mendocino County’s pending Medi-Cal backlog by 68%, with Solutions West processing thousands of cases.
HHSA has made significant efforts to increase the number of County eligibility staff; the vacancy rate in the Eligibility Specialist classification has decreased from 53% to 29%. Still, newer eligibility staff are not at the experience level required to process cases independently. With 18,180 Medi-Cal cases currently needing to be processed, this Amendment will continue support through Solutions West providing timely services to community members and decreasing the backlog through fiscal year 20-21. HHSA will continue to recruit, hire, and train Eligibility Specialists.
