SUMMARY OF REQUEST:
California Department of Social Services (CDSS) has been providing adoption services for foster children involved with the Health and Human Services Agency, Family and Children's Services for over eighteen years. This is the ninth fiscal year since the 2011 Realignment that counties have had the option of providing their own adoption services through their county child welfare services departments or to contract the allocation back to CDSS for continued services. At this point in time, CDSS continues to be in the best position to provide adoption services for foster youth rather than the County.

ALTERNATIVE ACTION/MOTION:
Return to staff for alternative handling.
