SUMMARY OF REQUEST:
In an August 2018 report, the Kemper Consultant Group recommended creating a prudent reserve with Measure B Funds. The Kemper Ad Hoc Committee, which was created to provide a strategic plan and provide recommendations, has recommended to the Mental Health Treatment Act Citizen's Oversight Committee that a prudent reserve be established to support Measure B facilities and services.

Board approval of today's item will establish a prudent reserve of Measure B funds and allow transfer of 6.85% of the balance of Measure B funds into the prudent reserve on June 30th each fiscal year as requested by the Mental Health Treatment Act Citizen's Oversight Committee.
