Summary of Request

The City of Fort Bragg and the County of Mendocino maintain a network of storm drain systems and will both be undertaking projects to install trash capture devices pursuant to requirements by the State Water Resources Control Board.  Both the City and County worked together on the North Coast Stormwater Resources Plan to get the trash capture projects included in the final approved plan allowing each jurisdiction to purse Proposition 1 funding for implementation.  The County and City will each be submitting a Stormwater Grant Program application for the install project to the State Water Resources Control Board in July.  To demonstrate the collaboration and coordination and increase the strength of the grant application a Memorandum of Understanding (MOU) to coordinate these activities is recommended by the Water Agency and Department of Transportation for approval by the Board of Supervisor.  The MOU will also be before the City of Fort Bragg for adoption on June 22, 2020.  In addition to the MOU the Water Agency recommends approving a letter of support for the City’s project for their grant application.  The City of Fort Bragg will be providing a letter of support for the County to include in our grant application as well.

 

The trash capture project for both the incorporated City and greater Fort Bragg Area will have significant economic benefits for coastal residents and visitors. The preservation of our waterways and beaches is paramount to maintaining these benefits. The installation of full capture system trash capture devices in and around Fort Bragg has several benefits which will provide direct benefits to the County, including increased water quality, improved public recreation areas, and increased economic benefits. Diverting trash from local waterways is critical to protecting the resources that make our region unique and will provide benefits to residents, visitors, and the local environment.
