Summary of Request

As outlined on the County Medical Services Program’s (CMSP) website, CMSP provides health coverage for uninsured low-income indigent adults who are not otherwise eligible for other publicly funded health care programs. In response to the COVID-19 pandemic, CMSP’s Governing Board released a Request for Application for the COVID-19 Emergency Response Grant (CERG) Program to provide funding to expand the delivery of services that support local preparedness, containment, recovery, and response activities in CMSP counties affected by COVID-19.

 

In May 2020, the Executive Office, in collaboration with the Health and Human Services Agency (HHSA), submitted an application for the CERG Program; CMSP notified the County of its award of $241,793 on June 8, 2020. Funding from Mendocino County’s CERG revenue agreement, which HHSA signed and returned on June 12, 2020, will support the following four programs:

 

                     Project Roomkey, locally known as the Pandemic Prevention Motel Program, provides temporary housing in hotel rooms for individuals experiencing homelessness in an effort to prevent the spread of COVID-19. Funds will be used as a local match to support the program, which requires a 6% local cost share.

                     The Emergency Feeding Program offers meal delivery to elderly or otherwise vulnerable individuals. Funds will be used for the required 6% local match.

                     The People Helping People program administered by North Coast Opportunities ensures that County residents with the most acute housing or food shortage needs receive immediate support. CERG funding will help the program serve many more individuals in need.

                     The Immediate Housing Needs Fund, a new program to be established with CERG funds, will support small-dollar services in an effort to make a significant impact to help individuals move safely off the streets and into more permanent living situations.

 

Approval of the recommended action will ratify submission of Mendocino County’s CERG application and execution of the resulting retroactive revenue Agreement.
