Letters of Agency to Confirm Participation in the CENIC high-speed broadband public libraries project administered by the Califa Group approved on October 1, 2019: agenda item (4i).
Summary of Request:
The California non-profit organization, CENIC, aims to ensure that all California residents have access to high-speed networks at their public libraries and educational institutions, and so far has connected over 70% of public libraries in the State to the network. The CENIC network consortium applies for E-rate as well as CTF discounts on behalf of the participating libraries.
The Califa Group, through the Letters of Agency approved by the Board of Supervisors, conducted RFPs and assembled quotes reviewed and selected by Mendocino County Information Services and Library administration. The Agreement provides for a bandwidth of 1 Gbps at Ukiah Library, Fort Bragg Library, Willits Library, Coast Community Library, and the future Laytonville Library, and a bandwidth of 100 Mbps at the Round Valley Library. The first 12-18 months’ charges are paid in full by the Library before the discounts start being applied. Of the first year’s total expected charges of $235,779 plus applicable taxes, surcharges and fees, it is estimated that $214,533 will be reimbursed through the E-rate process, and then the cost will be approximately $2,321 annually.
In addition, there is a California State Library grant available for most of the first year’s unreimbursed expenses of $21,257, as well as for new internal equipment required at the branches. The Library would like permission from the Board of Supervisors to apply for the grant with technical assistance on the application from Information Services.
