SUMMARY OF REQUEST:
Senate Bill (S.) 3288, the PUBLIC Lands Act, is a combination of three bills recently passed by the House of Representatives proposing protection for federal public lands in California. These bills include H.R. 2250 (Northwest California Wilderness, Recreation, and Working Forests Act) by Representative Jared Huffman, H.R. 2199 (Central Coast Heritage Protection Act) by Representative Salud Carbajal, and H.R. 2215 (San Gabriel Mountains, Foothills, and Rivers Protection Act) by Representative Judy Chu. These three bills were developed over several years and introduced after extensive outreach to and input was received from public land users, local business owners, community leaders, and local elected officials. All three bills were combined into a larger omnibus bill (H.R. 2546), which passed the House of Representatives on February 12, 2020 on a bipartisan vote. The California provisions of the combined House bill were subsequently incorporated into S. 3288, which was introduced on February 12, 2020 by Senator Kamala Harris and cosponsored by Senator Dianne Feinstein. S. 3288 protects 312,569 acres of federal public lands as wilderness, wilderness additions, and potential wilderness in Mendocino, Humboldt, Del Norte, and Trinity Counties.
