Approve retroactive Agreement with Redwood Community Services in the amount of $140,422 to provide Expanded Subsidized Employment for CalWORKs participants for the period of July 1, 2020 through June 30, 2021; authorize the Health and Human Services Agency Director to sign any future amendments to the Agreement that do not increase the annual maximum amount; and authorize Chair to sign same.

Summary of Request:
Redwood Community Services will provide a comprehensive and cohesive training program to develop or enhance employment skills of CalWORKs participants during the 2020-21 fiscal year. Services will include subsidized employment for participants while they develop the skills and work history needed to obtain self-sufficiency. In addition to offering training with basic soft skills, participants will learn the specifics of the position they are hired for and develop the reference needed to move forward. Services are available at any identified Redwood Community Services site, opening greater opportunity for CalWORKs participants to be placed in positions consistent with their career goals.
The Health and Human Services Agency (HHSA) planned this contract for Board review and approval in June 2020. In May 2020, however, HHSA had to cancel the contract because the State proposed budget cuts that removed funding for the program entirely. When the State restored funding for the program in its final budget agreement in June 2020, HHSA reinstated the contract. HHSA therefore requests that the Board approve the contract retroactively.
