Approve Retroactive Agreement with BI Inc. (a wholly owned subsidiary of the GEO Group, Inc.) in the amount of $1,000,000 to provide home detention tracking services for County inmates for the term of August 1, 2020 through June 30, 2023, with the option to extend the Agreement for up to three additional one-year periods; authorize the Sheriff to sign future amendments that do not affect the total amount of the Agreement; and authorize Chair to sign same.

SUMMARY OF REQUEST:
On March 11, 2020 the Sheriff's Office submitted an Exception to Competitive Bidding Process form (EB # 20-128) to the Executive Office Central Services Division to request that BI Inc. (a wholly owned subsidiary of the GEO Group, Inc.) be the vendor for home detention tracking services for county inmates. BI Inc. is the only vendor that provides a local office efficiency and ease of keeping the home detention in good reliable working order. Unlike other companies which use a cell phone tracking system, BI Inc. uses a GPS tracking system. Due to the rural nature of Mendocino County, cell phone reception is not always 100% reliable.
