Approve Agreement with American Guard Services, Inc. in the amount of $174,720 to provide armed security guard services for persons placed in quarantine due to the COVID-19 pandemic, effective upon full execution of Agreement through August 1, 2021; authorize the Health and Human Services Agency Director or designee to sign any amendments to the Agreement that do not increase the annual maximum amount; and authorize Chair to sign same.

Summary of Request:
Mendocino County Health and Human Services Agency (HHSA), Special Investigations Unit (SIU), issued a Request for Proposals (RFP) for Security Guard Services on April 1, 2019. American Guard Services was the top ranked vendor for Security Guard Services and selected by SIU to contract with HHSA. American Guard Services has an existing contract to provide guard services at HHSA sites in Mendocino County.
Pursuant to this new Agreement, American Guard Services will provide an armed uniformed security guard to monitor persons placed in quarantine in response to Mendocino County’s Public Health Order related to the COVID-19 pandemic. Rather than amend the existing American Guard Services agreement, HHSA requests Board approval of this separate agreement specific to COVID-19 services for clarity and simplification of reimbursement from the Federal Emergency Management Agency (FEMA).
