Approve retroactive Amendment to Agreement No. SS-19-083, PA No. 20-73 with National Training Consultants in the amount of $198,126 for a new total of $242,976, to provide facilitation for all court-mandated Family Empowerment Groups in Ukiah, Willits and Fort Bragg and facilitation for a Willits Intake Support Group for Health and Human Services Agency, Family and Children’s Services, effective February 26, 2020 through a new end date of June 30, 2021; authorize the Health and Human Services Agency Director or designee to sign any future amendments to the Agreement that do not increase the annual maximum amount; and authorize Chair to sign same.

Summary of Request:
National Training Consultants provides facilitation of Family Empowerment Groups (FEG), a group service required of parents who have cases in Mendocino County Juvenile Dependency Court. Funding from this Amended Agreement provides for the staffing of full facilitation of seven FEGs for up to seventy-five weeks in Ukiah, Willits, and Fort Bragg and covers costs associated with facilitation, travel, documentation, training, participation in Child and Family Team meetings, Case Conferences, and other reporting needs as required by Family and Children's Services social workers.
Additionally, National Training Consultants will facilitate the Willits Intake Support Group, an additional service required of parents who have cases in Mendocino County Juvenile Dependency Court prior to entry into FEG, for Fiscal Year 2020-21.
Due to COVID-19, workload priorities have shifted daily to cover program operations, changing program operational needs, filling in for staffing gaps and reassessing services provided under contracts to determine what services are able to continue and in what manner to comply with Federal, State and Local requirements. This has taken time away from standard review of contracts and has necessitated additional time in contract preparation to plan for a variety of service needs and service delivery methods due to future uncertainty as to what may be permitted and when. This process necessitated a retroactive Amendment.
