July 14, 2020, Item 4(l), the Board of Supervisors deferred action on the proposed 2020-21 contract and asked for clarification regarding contracting with Redwood Community Services versus Workforce Alliance of the North Bay.                     

 

Summary of Request

The proposed Agreement with Redwood Community Services provides for a comprehensive and cohesive training program to develop or enhance employment skills of CalWORKs participants during the 2020-21 fiscal year. Services will include subsidized employment for participants while they develop the skills and work history needed to obtain self-sufficiency. In addition to offering training with basic soft skills, participants will learn the specifics of the position they are hired for and develop the reference needed to move forward. Services are available at any identified Redwood Community Services site, opening greater opportunity for CalWORKs participants to be placed in positions consistent with their career goals.

 

The Health and Human Services Agency (HHSA) planned this contract for Board review and approval in June 2020. In May 2020, however, HHSA had to cancel the contract because the State proposed budget cuts that removed funding for the program entirely. When the State restored funding for the program in its final budget agreement in June 2020, HHSA reinstated the contract.

 

Additionally, when HHSA presented the 2020-21 Agreement for Board approval on July 14, 2020, the Board of Supervisors deferred action and asked for clarification regarding contracting with Redwood Community Services rather than with Workforce Alliance of the North Bay. HHSA awarded contracts for these services based on responses received from RFP SS-19-002-RFP (Expanded Subsidized Employment), issued in February 2019. Ultimately, HHSA awarded three contracts, but only two agencies, Redwood Community Services and Mendocino Coast Hospitality Center, renewed their contracts for Fiscal Year 2020-21. Workforce Alliance of the North Bay did not submit a proposal in response to the RFP.

 

Pending the outcome of discussion today, HHSA requests that the Board of Supervisors approve the contract retroactively.
