Previous Board/Board Committee Actions:

On August 17, 2009, the County of Mendocino Board of Supervisors (Board) adopted Resolution #09-182 certifying the Final Environmental Impact Report (State Clearinghouse No. 2008062074) including a Statement of Overriding Considerations and a Mitigation Monitoring and Reporting Program for the 2009 Mendocino County General Plan Update and adopted the updated Mendocino County General Plan. On March 23, 2010 the Board unanimously voted to adopt the Housing Element Update for 2010-2015 and its accompanying Negative Declaration.  On August 4, 2015 the Board unanimously voted to adopt the Housing Element Update for 2014-2019 and its accompanying Negative Declaration. On December 10, 2019, the Board of Supervisors voted 4-1 to adopt the Draft Housing Element via Resolution #19-399. This allowed staff to submit the Draft Housing Element, after including requested changes, to HCD as part of the certification process. Upon HCD certification, Staff would return to the Board of Supervisors with a finalized 6th Cycle Housing Element for their review and adoption.                     

 

Summary of Request

The 2019-2027 Housing Element Update for Mendocino County is being brought before the Board for final approval and official adoption. The Housing Element is one of the eight (8) required elements in the County’s General Plan. It contains an overview of present and future housing needs for the unincorporated area of Mendocino County. The Element includes an analysis of both the constraints that may impact housing development as well as the resources available to facilitate it, and is intended to reflect and address changing community needs.  The content of the Housing Element is mandated by the California Government Code, which also requires review by the California Department of Housing and Community Development (HCD) to determine compliance with State law. The Element contains an overview of the housing needs in the unincorporated area of the County as well as an analysis of both the constraints that may impact housing development and resources available to facilitate it. On July 20th, 2020, HCD provided to the County of Mendocino a ‘Letter of Compliance’. County Staff, as required by Resolution #19-399, is now returning to the Board of Supervisors for review and final adoption the 6th Cycle Housing Element Update.
