Previous Board/Board Committee Actions:

On March 10, 2020, the Board of Supervisors ratified the Local Emergency related to 2019 Novel Coronavirus (COVID-19) as proclaimed by the Chief Executive Officer/Director of Emergency Services and ratified the Existence of a Local Health Emergency as Proclaimed by the Health Officer on March 4, 2020. The Board has continued to receive regular updates on the status of COVID-19 in Mendocino County. Since that time, the Board of Supervisors has received update during each meeting related to COVID-19.

 

Beginning on August 14, 2020, an Extreme Heat Event struck California, causing record-breaking temperatures and Red Flag Warnings throughout California. On August 16, 2020 lightning sparked multiple fires across the Mendocino National Forest. As a result, the August Complex Fire started and has resulted in threats to critical infrastructure, including public safety and communication systems, structural damage and evacuations of several portions of the County.  On August 18, 2020, the Governor of the State of California proclaimed a State of Emergency due to the weather event resulting in widespread fires.

 

On September 7, 2020, the Oak Fire started and has further threatened infrastructure, public safety and communication, structures, and caused additional evacuations.  The Hopkins Fire from Tehama County has merged with the Elkhorn, Vinegar Peak and Willow Basin fires and entered into Mendocino County. On September 10, 2020 the Mendocino County Health Officer issued a declaration of local health emergency as of September 7, 2020. On September 10, 2020 the Chief Executive Officer/Director of Emergency Services proclaimed the existence of a local emergency related to the September 2020 fires as of September 7, 2020.  On September 11, 2020, the Board of Supervisors adopted a resolution ratifying the declaration of a Local Emergency related to the Multiple September 2020 fires including; August Complex fire, Oak Fire and Hopkins fire as proclaimed by the Chief Executive Officer/Director of Emergency Services and ratifying the existence of a Local Health Emergency as proclaimed by the Health Officer.

 

Summary of Request

 

COVID Update:

Mendocino County Public Health has been actively responding to the threat of COVID-19 since early January 2020. On March 4, 2020, Mendocino County declared a local health emergency due to the COVID-19 pandemic.

 

Mendocino County Public Health confirmed the first case of the coronavirus (COVID-19) in Mendocino County on March 18, 2020; currently, Mendocino County has had four positive cases, all of which have recovered.  On this date, the Mendocino County Health Officer issued a Health Order directing all county residents to Shelter-In-Place, effective starting from March 18, 2020 at 10 p.m. until April 7, 2020 at 11:59 p.m. Since that time, revised orders were issued with the most recent issued on September 8, 2020 (effective until rescinded). 

 

As a result of the imminent threat presented to Mendocino County’s public health due to COVID-19, the Board of Supervisors will receive brief updates on the following:

                     Behavioral Health Update:  Dr. Jenine Miller

                     Fiscal Update: Darcie Antle

                     Code Enforcement Update:  Sheriff, Health and Human Services Agency/Special Investigative Unit, Planning and Building Services/Code Enforcement, Environmental Health

 

Fire Update:

CAL FIRE has entered into Unified Command on the August Complex West Zone with the Mendocino County and Humboldt County Sheriff Offices. CAL FIRE’S unified team and the U.S. Forest Service are engaged in a coordinated response to take suppressive action on the August Complex, which has been split into three zones to effectively provide a response for the communities at risk. Resources from across the state of California as well as Montana, Utah, Texas, and New Jersey have been assigned to assist on the August Complex West Zone. The overall acreage of the August Complex has decreased due to more accurate mapping, intel and rezoning of the incident. Damage Inspections teams are actively assessing the area. Aerial firefighting resources will be utilized as smoke conditions allow.
