Approve retroactive Agreement with Redwood Toxicology Laboratory, Inc. in the amount of $23,900 to provide drug testing supplies and laboratory services for Behavioral Health and Recovery Services, Substance Use Disorder Treatment services clients, effective July 1, 2020 through June 30, 2021; authorize the Health and Human Services Agency Director or designee to sign any amendments that do not exceed the annual maximum amount; and authorize Chair to sign same.

Summary of Request:
Health and Human Services Agency has been contracting with Redwood Toxicology Laboratory since 2006 for drug/alcohol testing devices and specimen laboratory testing. Redwood Toxicology Laboratory will provide services for Behavioral Health and Recovery Services, Substance Use Disorder Treatment (SUDT) services clients who are required to drug test as part of their treatment plan.
Redwood Toxicology Laboratory is one of the nation’s largest drug and alcohol testing laboratories and is the government services division of Abbott. Redwood Toxicology is able to provide rapid and reliable results which assists SUDT counselors, who track results while working with clients in treatment to help them achieve sobriety.
Redwood Toxicology Laboratory requested changes to the County boilerplate contract template. Negotiations between County Counsel and the Contractor, along with the review and signature process, delayed execution of the contract. This resulted in a retroactive start date.
