Summary of Request:
Approval of the fixed asset purchase of HART Intercivic election equipment totaling $31,854.86 and approval of the first amendment to the original contract. Equipment includes on-demand ballot printers, a portable ballot scanner, and an additional adjudication and scanning computer and scanner. The contract amendment also includes associated required software for the equipment. Approval of the budget appropriation for the total expense of the equipment and related services listed in the amendment in the amount of $60,354.86. This additional equipment will help facilitate the November 3, 2020 election amidst COVID-19 and an increased Vote-By-Mail ballot return rate. Federal CARES Act election funding and an existing Help America Vote Act contract will reimburse County for 100% of the cost.
Alternative Action/Motion:
Deny the purchase, amendment, and budget appropriation, putting the Elections department at risk of being unable to meet the needs of the County in regards to the November 3, 2020 election.
