Summary of Request

On April 24, 2020, Mendocino County Health and Human Services Agency (HHSA) became aware of available state funding for the “Great Plates Delivered” Program, a meal delivery service for California’s older adults. Mendocino County HHSA immediately pursued this funding opportunity, and coordinated with state agencies, in addition to local restaurants, to launch the “Great Plates Delivered” Program for the benefit of Mendocino County.

 

Great Plates Delivered has two purposes: 1) To help seniors (65+) and other adults (60-64) at high risk from COVID-19, (having documented exposure to COVID-19 or underlying health condition) to stay home and stay healthy by delivering three nutritious meals a day; and 2) To provide essential economic stimulus to local businesses struggling to stay afloat during the COVID-19 crisis.

 

HHSA originally coordinated with three restaurants to prepare and deliver up to three meals a day to local homebound seniors.  Over the previous months, and with the positive response from community, HHSA has coordinated with two additional restaurants to provide meals within Mendocino County.   

 

This item requests execution of a fourth amendment to the Great Plates Delivered contract with Mendocino Café. The Board of Supervisors approved the first amendment on June 10, 2020, adding $50,000 to the initial $49,500 contract. The Board approved the second amendment of an additional $170,000 on July 14, 2o2o. On August 18, 2020, the Board approved the third amendment adding $120,000. On September 8, 2020, the Federal Emergency Management Agency (FEMA) announced an extension to the Great Plates Delivered Program from September 9, 2020 to October 9, 2020.  The late timing of this extension did not allow sufficient time to present an amendment to the Board of Supervisors prior to service provision in the extension period.

 

Mendocino Café is currently serving approximately 1,113 meals to approximately 53 participants per week.
