Previous Board/Board Committee Actions:
By Resolution Number (No.) 12-054 (March 27, 2012), Board of Supervisors (BOS) authorized Department of Transportation (DOT) to enter into BOS Agreement No. 12-034/DOT Agreement No. 110118 with GHD Inc., for the replacement of the Mill Creek Bridge on Hill Road. By Resolution No. 15-092 (June 16, 2015), BOS approved Amendment No. 3 in the amount of $10,000 to perform additional environmental and geotechnical studies. By Resolution No. 17-132 (September 12, 2017), BOS approved Amendment No. 4 in the amount of $157,727 to perform additional studies as required by the California Department of Transportation. By Resolution No. 18-189 (December 4, 2018), the BOS approved Amendment No. 5 to extend the termination date for engineering services to December 21, 2021.
Summary of Request:
Pursuant to California Environmental Quality Act (CEQA) requirements, an Initial Study has been completed for the Hill Road Bridge over Mill Creek Replacement Project. The study supports the adoption of a Mitigated Negative Declaration (MND). The attached MND includes the State Clearinghouse review period letter of compliance. The State Clearinghouse received no comments during the 30-day review period. A public hearing has been scheduled for October 6, 2020, at 9:00 a.m., or as soon thereafter as the item may be heard, to present the findings of the Initial Study and to hear and consider any comments or concerns of the public, prior to adoption of the applicable Mitigated Negative Declaration. The engineer’s estimated total cost of the project is $2,170, 000. Project funding is primarily through the Federal Highway Bridge Program (HBP) (88.53%) with the local match being provided through the Toll Credits Program (TCP) (11.47%).
