Summary of Request

Per California State Code, counties with populations over 50,000 are required to provide public health laboratory services. California State Code does not require counties to maintain their own laboratory, but does require counties to arrange for the provision of mandated testing. Mendocino County has fulfilled testing requirements through contracts with outside agencies since the closure of the Mendocino County Public Health Lab in 2009.

 

The Public Health Branch of the Health and Human Services Agency (HHSA) requests Board approval of a six-month contract with Sonoma County’s Public Health Lab. The proposed contract is a renewal of the most recent lab services contract with Sonoma County, which covered the past five Fiscal Years and expired on June 30, 2020. The new contract is calculated at the 2019-20 rate plus 3.5 percent. This same increase to the yearly cost was standard in the contract that expired in June.

 

HHSA requests retroactive approval of the proposed Agreement due to various factors related to the ongoing COVID-19 pandemic, including short staffing in Public Health and extended negotiation and processing times required by both Mendocino and Sonoma Counties. Execution of this contract will allow continued provision of lab services in Mendocino County through December 31, 2020, while HHSA explores alternate methods for provision of these mandated services.
