PREVIOUS BOARD/BOARD COMMITTEE ACTIONS:
On February 26, 2019, the Board of Supervisors adopted an urgency ordinance, Ordinance No. 4426, establishing a temporary moratorium on industrial hemp cultivation. On April 9, 2019, the Board of Supervisors adopted an extension of the moratorium by Ordinance No. 4430. On September 20, 2019, the Board of Supervisors referred the development of an industrial hemp cultivation ordinance to the Cannabis Economic Development Ad Hoc Committee. On February 4, 2020, the Board of Supervisors adopted a second extension of the moratorium by Ordinance No. 4458.

SUMMARY OF REQUEST:
Since September 2019, the Cannabis Economic Development Ad Hoc Committee has worked with staff and stakeholders in the community to consider options for a limited pilot program for industrial hemp cultivation. Staff has prepared an ordinance for the consideration of the Board of Supervisors. This item was originally agenized for March 24, 2020, but due to the COVID-19 emergency was rescheduled for October 2020.

Please see the attached memorandum for additional information. If adopted, the current moratorium on industrial hemp cultivation would be terminated.
