Previous Board/Board Committee Actions:
Chapter 14.32 regarding Camping Restrictions on Public and Private Property was amended in its entirety by Ordinance Number (No.) 4457, adopted on February 4, 2020. Chapter 15.12 was initially adopted by Ordinance No. 3779 in 1991 with individual sections amended in different years; section 15.12.040 was last amended by Ordinance No. 4388 in 2017; section 15.12.041 was last amended by Ordinance No. 4138 in 2005.
Summary of Request:
Mendocino County Department of Transportation (MCDoT) proposes amending section 14.32.030 - Unlawful Camping and sections 15.12.040, 15.12.041 - Prohibited Parking, and 15.12.041 - Limited Time Parking. These amendments will prohibit camping and overnight parking on the portion of Geysers Road near the County Line with Sonoma County, and prohibit parking on the southerly side of Vichy Springs Road from the intersection of Watson Road to the eastern end of the bridge over the Russian River. These amendments also place a twenty-minute limit on parking on First Street in Hopland from U.S. Highway 101 to Center Street, and make a cleanup change to move the time-limited parking restriction on Basin Street from section 15.12.040 to section 15.12.041 - Limited Time Parking. This supports the enforcement mechanisms available to County for addressing certain types of camping and parking within the County right-of-way. MCDoT staff has prepared a draft ordinance for the Board’s consideration.
