Summary of Request

California Assembly Bill 854, which became effective January 1, 2016, requires all County Offices of Education with Foster Youth Services Coordination Programs to enter into Agreements with their Child Welfare Departments to leverage funds to draw down Title IV-E dollars for eligible case management activities, or explain annually why an Agreement is not practical or feasible. The proposed Agreement allows Mendocino County Health and Human Services, Family and Children’s Services to partner with Mendocino County Office of Education to draw down federal Title IV-E funding to increase educational case management and support services for foster youth. This Agreement also complies with the requirements of AB 854.

Originally, this Agreement was inadvertently drafted with incorrect and much smaller federal reimbursement rates than the actual 50% reimbursement rate. The rates were corrected in June; however, this did not allow for sufficient processing time, which resulted in the retroactive start date.
