Summary of Request:
On April 1, 2020, the Decennial United States Census began. The goal of the census is to count each and every person in the United States. In order to ensure as many people as possible are counted, including those groups who have historically been under-counted, the State of California made funding available to California counties for this purpose. Funding was optional, based on population size, and if counties opted-in they were required to form Complete Count Committees. Mendocino County opted-in by passing a Board of Supervisor’s resolution on January 22, 2019, and received funding to assist with census activities. A Mendocino County Complete Count Committee was formed in partnership with the Community Foundation of Mendocino County, who worked within the County to promote the census.
The Health and Human Services Agency (HHSA) initially contracted with Community Foundation of Mendocino County to provide outreach services to the hard-to-count populations in Mendocino County, which included providing promotional materials and activities to increase response rates and participation in the 2020 Census. Due to unexpected County vacancies, the role of Community Foundation increased after execution of the initial contract, and HHSA amended the contract several times. The first three amendments increased the amount of the contract to $101,850 and allowed Community Foundation to: provide oversight of the 2020 Census Project; ensure compliance with State requirements and reporting expectations; act as liaison to the Partnership Specialist; provide leadership and direction to the Complete Count Committee; meet with appropriate County Departments; create and schedule meetings; oversee the Media Plan; and document all activities related to the 2020 Census Project.
HHSA requests Board approval of a fourth amendment to the Agreement with Community Foundation to allow completion of final project deliverables. The increase will cover costs associated with challenges related to the COVID-19 pandemic, including extension of the Census deadline. Final deliverables include completion of data entry for census activities, a final report to the State, a final playbook to the County, and file archival.
