Approve revenue agreement with Inmate Calling Solutions to provide inmate communications at the County Jail in the minimum annual guarantee amount of $185,000 per term year effective upon execution through December 31, 2025, with the option to extend the agreement for up to three additional one-year periods; authorize the Sheriff or his designee to sign amendments that do not affect the amount of the Agreement; and authorize Chair to sign same.

Previous Board/Board Committee Actions:
On November 15, 2011, the Board approved a five-year agreement for inmate communications with Legacy Inmate Communications. On October 22, 2019, the Board approved a five-year agreement with Edovo Inmate Communications.
Summary of Request:
On June 24, 2019 the Mendocino County Sheriff's Office (MCSO) released Request for Proposal (RFP) # SO-2019-001 for inmate communication services. Seven proposals were received and the RFP review committee convened to evaluate the proposals and chose Edovo Inmate Communications for the agreement. On October 22, 2019, the Board approved a five-year agreement number 19-245 with Edovo Inmate Communications in the amount of $190,000 for Fiscal Years 2019-2024. In July 2020, Edovo Inmate Communications informed MCSO of their intention to terminate agreement number 19-245 on December 31, 2020.
MCSO subsequently engaged Inmate Calling Solutions, the second-place vendor of RFP # SO-2019-001, in negotiations for an agreement. The agreement gives compensation payable by the contractor to the County under a MAG of $185,000 per term year for the term of 2020 to December 31, 2025 with the three one-year extensions. Services to the County under the agreement include phones and tables for the County Jail and includes video visitations, voicemail and text messaging services.
