Approve retroactive Agreement with Barbara Prosniewski, Ph.D. in the amount of $25,000 to provide psychological evaluations, consultation, and expert testimony for the Health and Human Services Agency, Family and Children’s Services, effective July 1, 2020 through June 30, 2021; authorize Health and Human Services Agency Director or designee to sign any future amendments to the Agreement that do not exceed the annual maximum amount; and authorize Chair to sign same.

Summary of Request

Barbara Prosniewski, Ph.D. provides psychological evaluations to assist with treatment and service planning, when needed, for Family and Children’s Services clients with complex mental health disorders. Dr. Prosniewski also provides expert testimony as required in Juvenile Dependency court cases pursuant to Welfare and Institutions Code Section 361.5(b)(2) when a parent is suffering from a mental disability that renders them incapable of utilizing family reunification services.   

 

Due to COVID-19, workload priorities have shifted daily to cover program operations, changing program operational needs, filling in for staffing gaps and reassessing services provided under contracts to determine what services are able to continue and in what manner to comply with Federal, State and Local requirements. This has taken time away from standard review of contracts and has necessitated additional time in contract preparation to plan for a variety of service needs and service delivery methods due to future uncertainty as to what may be permitted and when. This process necessitated a retroactive Agreement.
