PREVIOUS BOARD/BOARD COMMITTEE ACTIONS:
On October 13, 2020 the Board approved adoption of the Cannabis Equity Program Manual, which provided authorization to the Department of Planning and Building Services to contract for services for Cannabis Equity Grant Administration and Direct Technical Assistance Services through the County of Mendocino's Procurement Process.

SUMMARY OF REQUEST:
On August 25, 2020, PBS released a Request for Proposal (RFP) for services related to Cannabis Equity Grant Administration, which resulted in 3 responsive submittals. 4Front Partners had the highest rating of the RFP responses. In addition 4Front Partners has a background and relevant programmatic knowledge of the Cannabis Equity Program, due to their previous and current contract role in the administration of the City of Oakland's Cannabis Local Equity grant and loan program for the 2018-2019 and 2019-202 grant cycle. The contract term will be through August 21, 2021, matching the end of the grant term.
