Summary of Request:
California State Code requires each county with a population over 50,000 to provide public health laboratory services either through operation of its own laboratory or through arrangements with an outside agency. Mendocino County currently fulfills requirements for these mandated testing services through a contract with Sonoma County. Mendocino’s contract with Sonoma County expires on December 31, 2020.
The Public Health Branch of the Health and Human Services Agency (HHSA) requests Board approval of a fee for service contract with Solano County for continued provision of mandated services through June 30, 2021, after which HHSA anticipates joining the Joint Exercise of Powers Agreement (JEPA) that exists between Napa, Solano, Yolo, and Marin Counties. Through the JEPA, these four counties have established a joint public health testing laboratory located in Solano County and known as the Napa-Solano-Yolo-Marin County Public Health Laboratory. On July 10, 2020, health officers from all four counties voted to add Mendocino County to the JEPA when it is renewed in July 2021. Before renewal of the JEPA Agreement, and while the proposed bridge contract with Solano County is in place, HHSA will work with the Napa-Solano-Yolo-Marin County Public Health Lab to develop shared capacities during the ongoing COVID-19 pandemic as well as to be more ready to join the regional laboratory JEPA.
Solano County’s Board of Supervisors is reviewing the Agreement on December 8, 2020, concurrent with review by the Mendocino County Board of Supervisors.
