Summary of Request

Governor Newsom announced on December 4, subsequent to agenda publication, that Mendocino County would be part of a regional area for consideration of ICU bed availability and if regional availability falls to 15% a renewed Shelter in Place Order would take effect. There is a need to take immediate action to assure that Mendocino County does its part to relieve pressure on our healthcare staff, preserve ICU bed availability and avoid triggering a renewed Shelter in Place Order. The Board is requested to add this item to the agenda as item 8a) making the findings that the need to take action arose after publication of the agenda and there is a need to take action before the next regularly scheduled meeting of the Board. A motion, second, and 4/5ths affirmative vote is required to add the item to the agenda. Assuming the Board makes the appropriate findings and adds this item to the agenda, it may then be considered on its merits.

Gatherings continue to be the primary cause of increased case rates. The County has limited resources available for enforcement. County enforcement personnel are tasked with fulfillment of their normally assigned duties which are to provide critical services to the residents of Mendocino County. In order to reduce COVID case numbers, reduce stress on healthcare workers and our healthcare system, preserve the availability of ICU beds and avoid a renewed shelter in place order, it is necessary to prioritize limited County resources. The attached resolution sets as the first priority achieving compliance related to gatherings, especially large parties. The second priority is to assure that all residents, businesses and other entities, especially those interacting directly with the public are following proven COVID  safety protocols of masking, social distancing and improved air circulation to the extent feasible consistent with the activity involved. All other Health Order enforcement issues would be prioritized after the normally assigned duties of the Special Investigations Unit, Public Health, Planning & Building Services and all other County departments.
