Previous Board/Board Committee Actions:
On February 4, 2020 the Board approved an allocation of $25,000 for a Cannabis Equity Assessment; and directed staff to utilize the California Center for Rural Policy at Humboldt State University to complete Cannabis Equity Assessment; to draft Resolution establishing Cannabis Equity Program contingent upon State funding; to submit a Cannabis Equity Application; and return to the Board of Supervisors for approval and adoption in time for submission by February 28, 2020.
On February 25, 2020, the Board adopted Resolution No. 20-020 which approved the Mendocino County Cannabis Equity Assessment; adopted the Mendocino County Local Equity Program and Program Manual and authorized Chair to sign same; authorized the Chief Executive Officer or designee to revise as deemed appropriate and submit a grant application to the Governor's Office of Business and Economic Development for purposes of funding the Mendocino County Local Equity Program; and allocated one-hundred thousand dollars ($100,000) of Cannabis Business Tax in FY 2020-21 as a Grant Match Upon Grant Award.
On October 13, 2020, the Board adopted Resolution 20-134 which approved an updated Program Manual, and provided the Chief Executive Officer or designee of Mendocino County to execute electronic signature on behalf of Mendocino County for the grant agreement with the Governor’s Office of Business and Economic Development.
Summary of Request:
Planning and Building Services staff requests the Board of Supervisors approve submission of an application to the Governor’s Office of Business and Economic Development in response to the Fiscal Year 2020-2021 Grant Solicitation for the Cannabis Equity Grants program for Local Jurisdictions. Mendocino County’s Local Equity Program will have launched its eligibility and grant application process in January 2021.
The Governor’s Office of Business and Economic Development awarded Mendocino County with $2.2 million in funding for fiscal year 2019-2020, which must be used prior to the grant cycle closing date of August 31, 2021. Staff requests approving the submission of a grant application for an amount up to $5 million for fiscal year 2020-2021. Staff recommends the approval of reallocating $5,000 from the Cannabis Program Budget to Mendocino County’s Cannabis Local Equity Program as a grant match investment to the program. This would demonstrate an annual investment outside of State grant funding maximizing points possible used by Governor's Office of Business and Economic Development in scoring of our grant application. The Grant Application is due on February 1, 2021, and if awarded would assist the County continuing to fund our Cannabis Local Equity Program.

budget clarification: $5,000 is available in the Cannabis Program Budget to be reallocated for investment in the Cannabis Local Equity Program. The reason it is being reallocated is to demonstrate the County is investing non-grant funds into the program and thereby maximizing points possible in scoring our grant application for the FY 2020-2021 Cannabis Equity Grants Program for Local Jurisdictions administered by the Governor's Office of Business and Economic Development. Upon Board approval staff will work with the Auditor’s Office in the budget appropriation process. |
