Approve retroactive Agreement Due To a Delay in Notification From the State of California of the Available Funding on December 22, 2020, Delayed the Departments Ability to Implement the Contract with Redwood Community Services in the amount of $149,835 for Emergency Shelter Services, needed to prevent, prepare for and respond to coronavirus among individuals and families who are experiencing homelessness in Mendocino County, using grant funds available through California Department of Housing and Community Development for the Emergency Solutions Grant as funded by the Coronavirus Aid, Relief, and Economic Security (CARES) Act, effective September 1, 2020 through December 31, 2020; Authorize the Health and Human Services Agency Assistant Director to sign any future amendments that do not increase the annual maximum amount; and authorize Chair to sign same.

Summary of Request:
The Coronavirus Aid, Relief, and Economic Security (CARES) Act passed by Congress on March 27, 2020, included funds for homeless services through the U.S. Department of Housing and Urban Development’s (HUD) Emergency Solutions Grant (ESG-CV) to support Continua of Care (CoC) in addressing COVID-19 among persons experiencing homelessness. On June 1, 2020, the Department of Housing and Community Development released a Notice of Funding Availability for the ESG-CV. The ESG-CV provides funding to prevent, prepare for and respond to coronavirus among individuals and families who are experiencing homelessness or receiving homeless assistance and to support additional homeless assistance and homeless prevention activities to mitigate the impacts created by coronavirus. ESG-CV funds for non-entitlement CoC jurisdictions, such as Mendocino County Homeless Services Continuum of Care, are distributed to State Governments, which then release funds directly to the CoC. Funds are awarded in two funding rounds; the first round of funding awarded to Mendocino County was $705,100.
The proposed Agreement with Redwood Community Services provides funding for the emergency shelter, specifically for costs associated with preventing, preparing for and responding to the coronavirus among individuals and families who are experiencing homelessness in Mendocino County. Health and Human Services Agency plans to continue contracting with Redwood Community Services for a year round shelter during the Coronavirus Pandemic. Redwood Community Services’ use permit issued by the City of Ukiah has been approved for year round operation.
The proposed Agreement covers costs for emergency shelter services during the time needed for the Health and Human Services Agency to complete a Request for Proposals (RFP). The Agreement is retroactive due to the timing of the release of funds, the urgency of needing to assist shelters with continued COVID-19 response, and the time required to issue an RFP. Execution of a retroactive agreement was the only available option for providing shelter funding under these circumstances.
